Förra veckans besök av KoN2018:s nittiosju utvärderare var hektisk, men mycket väl organiserad av vår KoN-grupp. Det märktes att det inte var första gången SLU genomförde en så här omfattande utvärdering.

De elva expertpanelerna intervjuade grupp efter grupp (eller UoA, Unit of Assessment, som de kallas i detta sammanhang). Mot slutet av veckan fick SLU:s rektorer och dekaner korta muntliga rapporter från var och en av panelerna. På fredagen hölls en workshop, som handlade om mer generella observationer, som utvärderarna gjort.

Utvärderarna framhöll flera saker som mycket positiva:

• SLU:s unika uppdrag och att de ligger mycket väl i tiden
• Att SLU dessutom har den sammansättning och högkvalitativa infrastruktur, som behövs för att utföra dessa uppdrag väl
• Generellt god till excellent kvalitet på vår forskning och vår samverkan med det omgivande samhället.

Utvärderarna bekymrade sig däremot över den osäkra finansieringen av våra forskare. De ansåg också att det ofta förelåg en brist på strategiskt ledarskap, till exempel med avseende på kompetensförsörjningsplaner och visioner. De diskuterade även att det förelåg en viss överlappning av kompetens inom vissa ämnesområden, men fann också områden där synbarligen överlappande grupper faktiskt var olika och kompletterande.

Det sas att vi var mycket modiga som öppnade upp för så mycket kritik utifrån och även internt. Vi fick också beröm för att vi la så stor vikt vid samverkan mellan akademi och samhället i övrigt.

Vi ser nu fram emot de skriftliga rapporterna. KoN-gruppen kommer att sammanställa materialet. Rektorerna och dekanerna kommer att diskutera resultaten. Under hösten kommer vi att föreslå åtgärder, som sedan diskuteras och beslutas av styrelsen, rektor eller berörd fakultet. Vi utgår från att en del resultat kan föranleda diskussioner och beslut även på institutions-nivå.

Vi fick frågan: tror ni att det är värt kostnaderna att genomföra en så här omfattande utvärdering? Mitt svar var att det är jag mycket övertygad om. Många grupper kommer att vara mycket stolta över sina fina resultat och vi har fått goda underlag för beslut på alla nivåer (universitet, fakultet, institution, forskargrupp och individ) om den fortsatta verksamheten.

Dessutom har vi stärkt våra kontakter med den internationella forskarvärlden och med våra avnämare. Vi har fått många goda ambassadörer!

Quality and Impact 2018 panel week is over, the analyses await

Last week’s visit by ninety-seven expert reviewers was hectic but well organized by our Quality and Impact project group. It was evident that this wasn’t the first time that SLU conducted such a comprehensive evaluation.

The eleven expert panels conducted interviews, research group after research group (or unit of assessment – UoA as they are called). Toward the end of the week, SLU’s Vice Chancellor’s Group and the Deans of the Faculties listened to oral reports from each and every one of the panels. The workshop that was held on Friday morning focused on general observations made by panel experts during the evaluation.

The experts conveyed several positive findings:

• SLU’s unique mandate positions us as the self-evident actor to address the challenges of our time.
• We also have both the human capacity and the technical infrastructure of high quality that are necessary to carry out our mandate.
• The quality of our research and our collaboration with the surrounding society was judged to be generally good to excellent.

The experts were, however, concerned over the uncertainties in the financing that our researchers face. They expressed apprehension in those cases where they found a lack of strategic leadership, for example, with regard to visions and to succession in competence recruitment. Additionally, they discussed the instances where they saw overlapping of competences within certain areas of research, but could also see that some areas of apparent overlap were in fact research groups that had differentiated and created complementary competences.

That SLU was open to external and, not least, to internal criticism was considered to be very courageous. We were also commended for the attention that the evaluation gave to understanding the collaborative efforts between the academy and the surrounding society.

We now look forward to analyses of the results and the written report. The Vice Chancellors and the Deans will discuss the results in August. During the fall they will suggest measures that will then be take up and decided upon by SLU’s University Board, the Vice Chancellor or the relevant Faculty. Some of the results of the evaluation will, of course, also lead to discussions and decisions made on the level of the Departments.

I was asked: Do you really think that the costs to conduct an evaluation of this magnitude are justified? My answer was, yes, I am convinced that they are. Many groups will be quite proud of their results and we now have a good basis for decisions on all levels throughout the organization (university, faculty, department, research group and individual) for our continued striving toward high quality in research, impact and collaboration with the surrounding society.

Not least, this exercise has strengthened our relations with the international research community and with our stakeholders. We have gained many worthy SLU ambassadors.
